for the Xalan-Java version 2.0.D01 alpha release (xalan-j_2_0_D01.zip)
At:  http://xml.apache.org/xalan-j/readme.html#bugs

you'll find:  The unparsed-entity-uri() function fails.
However, for the Xalan-Java version 1.2 (xalan-j_1_2_D02.zip)

the function does work.
