text-transform, text-decoration property

Hi
Sec 7.15.6 in Candidate-Rec of XSL says that text-transform property applies
to "all
elements". 
I find this property listed under 6.6.3 fo:character, fo:page-number etc., 
but NOT under 6.5.2 fo:block, 6.6.7 fo:inline elements.

Does this mean that using it with fo:block is incorrect ?
<fo:block text-transform="uppercase"> 
	Convert this to uppercase
</fo:block>

Can someone please clarify this ? 
Similar problem with text-decoration property (not mentioned under
fo:block).
