Formating Dates

I am using the folowing namespace in my xsl file. 
I am trying to format a SQL Server generated date. How do i do this in XSLT?

<eval> tag doesn't seem to work in xsl transformation.

<xsl:stylesheet xmlns:xsl="http://www.w3.org/1999/XSL/Transform"
xmlns:msxsl="urn:schemas-microsoft-com:xslt" xmlns:user="mynamespace"
xmlns:rs='urn:schemas-microsoft-com:rowset' xmlns:z='#RowsetSchema'
