It was issued by the H3C, the Harmonious Holy Heaven Consortium. The
specification was written on stone. Unfortunately Moses let them fall down
like the 20 commandments and the holy spec got lost. Due the lack of a
specification it's hard to implement the bible features and be fully bible
conformant. Bible vendors know this and offer support for misguided sheeps.
