It's specified in the text of the namespace rec :
http://www.w3.org/1998/xml

Actually (per section [4], the paragraph headed "Namespace Constraint: Prefix Declared") it's:
http://www.w3.org/XML/1998/namespace


But silly me -- I'd thought using the search string "xmlns:xml" might have turned up the answer!
