Section 11.3 is badly placed and badly titled. If you look back at earlier drafts, xsl:copy-of at one time only worked with result tree fragments, and result tree fragments could (still can) only be referenced as a variable reference. Subsequently xsl:copy-of was generalised but its place in the spec remained.
