Well, Xalan would know it if "xsl" is mapped to
http://www.w3.org/1999/XSL/Transform
(See the third paragraph of Section 2.1 of the XSLT
recommendation for the W3C's statement that the
prefix doesn't matter, it's the URI that matters.)
