That doesn't look like a too tough one.
This should do:

<xsl:template match="book">
        <xsl:element name="A">
                <xsl:attribute name="HREF"><xsl:value-of 
select="concat('books.asp?=',@title)"/></xsl:attribute>
                <xsl:value-of select="@title">
        </xsl:element>
</xsl:template>
