There are many possible ways:

Inside an <xsl:text> element, whitespace is significant.

<xsl:text>
</xsl:text>

Or use the appropriate carriage-return/line-feed characters
for your platform.

<xsl:text>&#xA;</xsl:text>

To make this more readable, you could use a variable

<xsl:variable name="new_line" select="'&#xA;' />

<xsl:value-of select="$new_line" />
