No - it is built into all XSLT processors which comply to the latest spec
(i.e. IE5 XML doesn't support it). It is basically a short hand for:

<xsl:attribute name="href">show_tasks.asp?pcof<xsl:value-of
select="site_code">...</xsl:attribute>
