That is indeed the whole solution.  Thanks to everyone who helped!

One more question: can you specify that you don't want newlines inserted?
For example </P> always ends up on its own line....even though there aren't
any in the template.

I think Betty was trying to present a real solution. Putting it all
together:
1. xsl:output method="html" specified
2. Stylesheet says to output <BR/>
3. XSLT processor takes (1) into account when performing (2), so it
   actually generates <BR>

As already mentioned, the above behavior is required by the XSLT
spec (Section 16.2, paragraph 4), so you can depend on it. Xalan has
been tested and shown to do the above correctly.
