works in XT and Saxon. What processor are you using?

&lt; and &gt; are ways of escaping markup characters, but can't generally
be used to create markup unless you torture your stylesheet to do so, which
you really shouldn't. The question is a bit misstated -- you are not really
trying to add "less than" and "greater than" signs (markup characters), but
rather an element (and thus, when serialized, element markup). These are
two different things.
