disabling output escaping

What is the output of the following line?

<xsl:text disable-output-escaping="yes"><![CDATA[<TR>]]></xsl:text>

I thought it would be <TR>.  

But with both Oracle and Xalan processors, it seems to be &#60;TR>.

What are the magic words?
