Original IE5 is very clear that it does not support <xsl:import>.
The January preview of MSXML is also clear on that point, though it does
add support for <xsl:include>.
Apparently, the March preview doesn't support (xsl:import> either.

So you'll have to switch to real xslt or else wait a little longer.
