Yes, although when I last thought about that, I couldn't see a way of adopting saxon:output into the xsl namespace that would fit well with the existing output functionality, so I guess xsl:output will have to stay as is and xsl2 have xsl:document (which is something along the lines of xt:document or saxon:output).
