Question about running XSL and IE50 on an intranet

I am trying to view some XML/XSL files on IE50 on my local network,
which does not have access to the internet.  Many of my xsl calls do not
seem to work, such as xsl:sort and xsl:position().  I either get a message
saying that I cannot use xsl:sort or that xsl:position() is not recognized.

Could this be because the line:

    <xsl:stylesheet xmlns:xsl="http://www.w3.org/TR/WD-xsl">

is not able to access anything?  If so, is there a way to get access to the
information (whatever it is) and put it onto my server?  I tried connecting
to

        ftp://www.w3.org/TR/WD-xsl

on my browser, but got no where.  Any clues would be greatly appreciated.
