I think he misspelt the common phrase "Cow On, Pass Her. Fill her.". This 
refers to english country single-track roads in which one encounters a 
large bovine. The technique to pass her (the cow) is to find one of
the little laybys (passing places) and go past. But the petrol used in 
dawdling behind the cow for several miles means you then have to fill
her (the car) up.
