do you really need to have such deep expressions, it looks like
<xsl:template match="addresses">
would work.

However to answer your question

match="address[type='Billing']"

or /invoices/invoice/header/addresses/address[type='Billing']"
if you really need that. You then also want a template for address
that does nothing, to pick up the other cases.
