XSL FOs after 1.0

Sebastian expressed his preference for a feature-filled XSL later rather
than a feature-lacking one sooner.

I have no probably with a lighter 1.0 coming out sooner AS LONG AS FURTHER
VERSIONS WILL FOLLOW.

The problem is that this is out of the hands of the WG. It is up to the W3C
membership to support continuing work on XSL FOs.
