Another issue is that XSL FOs are more powerful the CSS (and certainly the CSS in browsers). Any why would you go XML->FO->HTML+CSS when you can go XML->HTML+CSS with greater control anyway? The other day, I did kind of the reverse, I wrote an XSL stylesheet that formats XHTML documents into XSL FOs (or at least the ones FOP supports). It will be available on the FOP page when 0.10.0 is released (next week with considerable speed increases!)
