It's markup instead of what are essentially formatting codes.

<phrase xml:lang="he">Hebrew</phrase>, you can format it without
embedding the Unicode bidi-override characters.</sentence>.  Yes, in
this particular example the Unicode algorithm is sufficient, but
that's not always the case.  And you *could* generate the bidi-
override characters in the transformation into FOs, but it's clearer
to use markup rather than cryptic hexcodes or entities.

For a good explanation, see RFC 2040, Internationalization of HTML,
which did the same thing: <URL:http://www.ietf.org/rfc/rfc2070.txt>,
section 4.2.
