Precedence property

Sections 4.3.12 and 4.3.13 of the XSL WD state that fo:region-start
and fo:region-end both possess the "precedence" property. However, in
the text descriptions, it would seem that it's only the precedence
property of the adjoining fo:region-before and fo:region-after objects
that affect the resulting areas. (In other words, changing the
precendence property of either fo:region-start or fo:region-end would
do nothing.)

On the other hand, if one were to go strictly by the text description,
a layout such as that below would be impossible to produce. (Assuming
lr-tb writing mode, and please excuse the requirement to use a
fixed-pitch font to makes sense of the diagram.)
