XSL-FO: Flow control?

Is it possible to use different fo:static-content objects for odd and even
pages of fo:sequence-specifier-alternating at this stage of XSL-FO? The note
in section 5.10.4 flow-name says "In future versions this can be overridden
via a flow-map, which will allow more complex assignments." Would this
flow-map enable alternating headers?
