If I understand the question correctly, the answer is:

<BODY BACKGROUND="&amp;{{backgroundUrl}}" ...>

or, in SAXON 4.3 (sorry about the non-conformance):

<BODY BACKGROUND="&amp;{{backgroundUrl}" ...>
