error installing xml-parser

When trying to install xml-parser using VPM I receive the following error message:

Error installing package XML-Parser from 'http://www.ActiveState.com/packages/': Cannot forceunlink
C:\Perl\site\lib\MSWin32-x86-object\auto\XML\Parser\Expat\Expat.dll: Permission denied at C:\PERL\5.005\lib/File/Find.pm line 166 

Any suggestions?
