Thanks for the reply, I am really pleased it struck a cord with somebody,
and it seems exactly the same has occured with you as has been mulling over
in my head... trying to look beyond print based documents.

I originally started thinking along these line while looking over the new
breed of "skinable" application after being impressed with WinAMP. For this
reason you might find http://www.skinz.org of interest. Not necessarily for
direct ideas but as an opertunity to look at ventures similar at least in
root concept to that you outline.

I was looking at some of the Win32 shell replacements when I started to
think that if the desktop and windows where specified using a mark-up
language life could be a lot sweeter, and the bounds of deliverable content
stretched greatly.

This is a very creative idea. Independently of if it is implemented with
CSS
(yes it can), DSSSL or XSL Fos. This is something useful. Up to now,
formatting objects have been restricted to "print" Fo or look-alikes.
Mozilla ZUL is using markups but a solution based on FO is cleaner. So to
windows FO objects we should have also Toolbars, Dialogs, buttons, etc...
Funny, you said that, I was experimenting this idea with DSSSL FOs.
