Excellent!.  Looks like the decision to split the spec can not be made by
the XSL WG without having the XSL charter changed.  Now we just need to find
out who can change the charter and what the process is for changing it is so
that the XSL WG members can split the XSL spec.

Since XSL WG will not be finished with their work for a long while, we have
plenty of time to do this.  Great!

[pausing briefly to see if I took one too many prozac pill...<g>]

Anyone have a clue?  Do we have to galvanize MSFT and NSCP?  Who do we talk
to at W3C to get this going?  Lets get this show on the road!
