xsl bookmark
The following works for us in IE5b2:
<xsl:element name="a">
	<xsl:attribute name="href">
		<xsl:value-of select="@name"/>.html		
	</xsl:attribute>
	<xsl:value-of select="@name"/>
</xsl:element>

The above creates anchor tags such as:
<a href="foo.html">foo</a>
