XSL processors that wish to support creation of HTML 4.0 and that wish to use something in the stylesheet to trigger this should use this mechanism to do so, rather than other possible mechanisms (like a comment or a PI or the document element name). The next generation of HTML is planned to be XML-based (see http://www.w3.org/Markup/Activity).
