Attribute Value Templates?

In section 2.7.11.3 of the most recent XSL spec:

"In an attribute value that is interpreted as an attribute value
template, such as an attribute of a literal result element, string
expressions can be used by surrounding the string expression with curly
braces ({}). The attribute value template is instantiated by replacing
the string expression together with surrounding curly braces by the
value of the string expression."

It does not say anything about where attribute value templates can occur

other than in a literal result element as far as I can see.  There is a
following
example in the spec where an attribute value template in of the form of
a
MacroArgRef is used to specify the format value of an xsl:number
instruction.

Even though I cannot find any reference to a description of what
instruction
elements are allowed to employ attribute value templates, let alone
elements
like template elements.  For example, are attribute value templates
legal for the
match pattern attribute value?  I would think not, but this is something
that is
really not clear to me.

If anyone could answer these questions it would really be appreciated.
