3.24 Inheritance

Was there a reason why inheritance appears to have been made optional at the
user agents discretion?

Section 3.24 Re.Inheritance of properties

"Font properties MAY be inherited"

I think we need a clear cut directive as to whether properties ARE or ARE
NOT inherited, other wise we are going to have different implementations by
different browsers.
