The XML 1.0 recommendation makes it clear that the answer is not up to
XSL.  Doesn't matter what anybody thinks, they ARE equivalent.  CDATA
sections are a notational device for including relatively
unconstrained text as #PCDATA element content without the need of
obtrusive character or entity references.  See the same section James
pointed to in his recent posting, from memory I think it's 2.7.1.
