I meant which XSL implementation?  MSXSL should handle this fine (with the
fixes suggested in other responses to your question).

Using the MSXSL.EXE as a debugging aid is usually helpful since the MSXSL
Active X Control does not offer adequate error messages.  Also by going
through the step of generating the HTML file you can easily see whether the
bug is on the XSL side or the HTML side.
