The order of the clauses is fixed for XQuery 1.0, with "order by" coming
after "where".

In XQuery 1.1 this restriction will be relaxed, allowing clauses in
almost any order (you have to start with "for", "let" etc.) and multiple
"order by" or "where" clauses.
