I assume you have multiple roots in this case, the collection() fumction
presumably returns a sequence of document nodes, so even then it does
not select everything, just nodes in the same document.)

If used as is $foo//x then it stands for
$foo/descendant-or-self::node()/x
so just selects nodes below the $foo node selected by the left hand
expression.
