My guess is that Martin's problem is that the agile developers want to
be able to change the code at any time, regardless of what that does
to any XML structure, just as long as the code itself passes any unit
tests. In this sense the relevant unit tests are the schema. It looks
to me like this presentation is an attempt to undo the wrongs, while
trying to be diplomatic with both camps (one camp being agile
developers and the other being data purists?).
