Use whatever words wont confuse the audience.
For the 1980s/1990s sgml crowd "format" and "encoding" had other specific meanings, so were avoided. The useful term that filled the gap was "notation."
I think "data in xml notation" or "xml-notated data" are still worth considering. Rick
