Hi Len,
I am interested in exploring the idea that large systems are risky as there is no great onus on the vendor to manage risk, within the budget. All they have to do is meet the requirements. If the requirements are flawed then that is the clients problem.
This is due to the nature of software systems, other large public works tenders are not the same in that the vendor assumes the risk. Say if a bridge is built, if the bridge falls down the vendor wears most of the liabilities, at least in professional reputation if not fact.
This is also why Open-Source is also having limited impact on government, where it should be important, if you think of OS as a 'public good' as I do. Somehow most of the risk needs to be transferred to the vendor.
