That was certainly a factor, but another major factor was the decision to require a 2/3 vote to change anything from the base document, XML Data Reduced (XDR).  2/3 votes are anti-democratic, as they override the principle that the views of the majority ought to be the views of the organization.   It's one thing to use them in procedural matters to protect the right of the minority to be heard, another thing to use them for substantive issues.  In a sense, once XDR was adopted as the base document, it was all over but the shouting.
