No, I can't in this specific use case.  However, AFAIK there isn't a
published, standards track grammar for your example.  There is for
URIs.  I am sure if you can make a compelling case, the IETF will
listen.

As Rick Jelliffe said, welcome to 1999. There is an epic thousand-message thread started by Tim Berners-Lee in 2000, and ending with no resolution except to abandon the mailing list. And as a special gift to you it's archived and waiting for your reading pleasure. 


After a little perusal I'm pretty sure you'll abandon your impression that such matters are in any way cut and dried.

And more importantly, you'll understand why I don't give a fig that there is no published, standards track grammar for org.w3.svg, nor do I find that at all germane to the question.
