A study in the fuzziness of separation of semantics and markup is S1000D. One might believe going in that it is loaded with semantics. It actually is a name-grinder for a system namespace. Do it correctly and all of the identifiers (one piece of XML that is semantic) and identifier references "just work". Muck with that (the SNS (DMC and ICN) and it will fall apart like a Christmas tree with all ornaments and no tree. It's the first time I've ever seen a real requirement for spreadsheets. ;) So the FOSI is quite a challenge to write. OTW, it is a very expensive way to tag, bag and print. When you separate semantics out of content, you get certain advantages of reusability and a degree of independence from the application of note, but you pay for it with a lot of analysis, experimenting and potential ambiguities in communications.
