The Internet Archive is your friend here.  Go to
http://web.archive.org/*/http://www.idealliance.org/proceedings/xml04/papers/297/297.html
and click on any of the dates marked with yellow circles (since
fortunately these pages were stable while they existed).

Unfortunately, this one was not captured.
Note that you can use wildcards of the form
http://web.archive.org/*/http://www.idealliance.org/proceedings/xml05/ship/*
to find all captured URLs beginning with
"http://www.idealliance.org/proceedings/xml05/ship/", which can help if
you have the URL slightly wrong.
