Neither XML 1.0 nor XML 1.1 says any such thing.  Both of them specify
a that almost all Unicode characters can be used in XML documents, the
exceptions being most control characters (in 1.0) and just NUL (in 1.1).

No.  Editions 1-4 of XML 1.0 allowed only a fixed list of XML characters
to be used *in names*, a list based on the general categories of Unicode
2.0.  The current 5th edition, as well as XML 1.1, allow almost all
characters in names with specified exclusions that are not based on
general categories.
