Someone - seems like a million years ago, I know before schema was 
underway - had a demo of a searchable graphical DTD viewer.  It let you 
start at the or in the middle, exploring different possibilities and 
contexts without trying to pile the whole thing in one giant diagram.

I think it even included comments from the DTD, and really emphasized 
readability.  (I don't think it was part of a larger toolset.)

I just can't remember who or where, though I'm pretty sure it was in Java.

I wish that was more helpful, but I think it's at least possible to 
create such a thing and make it appealing.
