The XML Processor Profiles spec is independent from XProc. Like I said before, its main purpose is to provide as a reference point for other specs so that they can finally define more clearly (and uniformly across other specs) what level of XML processing they depend on.

(You can also think of the profiles spec as a first approach to answering the questions: "What does this XML document do" or: "What does a web browser do when it opens an XML document"? Yes, the spec does not really answer these questions directly, but it gets us - hopefully - closer in that it provides a better, agreed-on vocabulary for answering them: "modest profile + XML stylesheet processing instruction processing" etc.)
