My approach to the business case is fairly simple.
 
XML is used by developers, hence a focus on them    A major advance in application development technology has the best chance of acceptance.
 
My view is that such an advance is readily possible, largely based on a comprehensive approach to simplifying and systematizing what is already in XML and related standards.  And with proper focus, this could actually  be easier than wrestling with incremental changes. 
 
Secondly, the interests of browser vendors focus largely on support for application development.  (see - Jay Patel - Product Manager at Mozilla  http://hacks.mozilla.org/2010/11/its-all-about-web-developers/ )  Initial support from at least one is crucial.
 
Finally, for W3C itself in all its activities, my view is that XML and related standards are already, or are rapidly becoming, top heavy.  Simpler and consistent foundations would significantly aid progress.
