Yes, in many cases.  There are several competing specs for
XML-specific binary encodings, which is why we (W3C) did EXI,
to try and have only one dominant format, so as to avoid
fragmentation.

Neither EXI nor Fast Infoset requires that.

EXI in particular does perform better if you do have a schema.

Note also that some of the "binary XML" formats are limited,
e.g. do not support mixed content, or comments, or processing
instructions.

On the other hand, EXI is new - it's not yet a final Recommendation,
we're still in the "call for implementations" phase.  Give it
six months or so and see what's happening.
