I disagree with David's answer. XML Catalogs are used by resolvers; could be a SAX entity resolver, could be some other kind of URI resolver. Whether a particular feature (like xsl:include) works with XML catalogs depends solely on whether the application that implements the features makes it possible to use a resolver that support XML Catalogs. That said, there is the issue that support for XML Catalogs in such applications is less widespread and uniform that you would like. Cheers, Tony.
