Roger,

Mostly I see OASIS TCs using it (naturally).

However - it should be made clear that role of gc is documenting code list values.

This is distinct from runtime application codelist value sets - e.g. xsd enumerations or CAM lookup lists - which are optimized for rapid indexing and value retrieval and comparison.

E.g. gc typically 5x to 10x larger in size than equivalent condensed lookup format.

So I would expect to see SDOs publishing gc - but implementers using internal formats.

Having a common format for SDOs is obviously convenient and ensures consistency for publication purposes - in CAM for example we have an xslt tool that converts gc to the condensed lookup list format.
