No problem, just letting you know ;-)

You can't go putting processing instructions in relaxNG non-XML
syntax schemas, and if you put a processing instruction in
a DTD you generally won't be able to find it again with
XML tools.  Actually processing instructions tend not to
be very robust in any case.

No, what I meant was that you'd have an external document that
encapsulated the many-to-many relationships between different
schemas.

See also SML for another example, although I don't know if you 
can use SML to ay that one schema is an extension or a pure
subset of another.

Don't despair.  W3C at least is about individuals, not about
large companies (e.g. every participating organisation gets
exactly one vote, regardless of how many pepole they send).
And the XML stylesheet PI spec is pretty small.
