You can't go putting processing instructions in relaxNG non-XML syntax schemas, and if you put a processing instruction in a DTD you generally won't be able to find it again with XML tools. No, what I meant was that you'd have an external document that encapsulated the many-to-many relationships between different schemas. W3C at least is about individuals, not about large companies (e.g. every participating organisation gets exactly one vote, regardless of how many pepole they send).
